Middletown Thrall Library
Our Mission Statement



MISSION I


To meet the information needs of the Middletown community.
  1. To provide and maintain a current collection of books and other media to fill requests from the community.

  2. To provide services for locating and borrowing materials from other institutions.

  3. To improve the quality of services to special segments of the communities including young adults, the elderly, and the handicapped.

  4. To provide reference service to meet the informational needs of the community.

  5. To expand the application of computer technology to the information storage and retrieval process.


MISSION II


To inform the Middletown community of the resources and services available.

  1. To provide a general public relations program.

  2. To publicize the services and materials available to special segements of the community, including young adults, the elderly, and the handicapped.

  3. To plan and consult with teachers on the availability of library media resources.

To instruct the Middletown community on the use of resources and services available.

  1. To continue to provide informal and formal instruction on how to locate and use circulating materials.

  2. To provide formal and informal instruction on the use of library equipment.

  3. To provide formal and informal instruction on how to locate and use reference materials.

Rules and Regulations for Conduct
for the Middletown Thrall Library


  1. Engaging in loud conversation or in any conversation which interrupts or disturbs the readers in the reading areas.
  2. Offering unsolicited advice/or assistance to other members of the public.
  3. Arranging the seating at tables beyond the limit of chairs normally assigned to a table.
  4. Holding unauthorized or unscheduled group meetings or group conversation.
  5. Sitting on tables or stair steps inside the library building.
  6. Loitering or sleeping.
  7. Participating in any games which produce noise or conversation (except in approved areas).
  8. Individuals who are under the influence of alcohol or drugs are prohibited from using the library.
  9. Audio device (except by earphones).
  10. Blocking or interfering with the free movement of individuals.
  11. Bringing animals into library building, unless approved by library personnel. (e.g. Seeing Eye Dogs).
  12. Bringing food or beverages into the library.
  13. Using restrooms for meetings, loitering, solicitation for immoral purposes, or for the consumption of alcoholic beverages or controlled substances.
  14. Soliciting, selling of any kind, or distributing leaflets not specifically approved by the director.
  15. Using library telephones intended for library personnel.
  16. Entering the library's closed book stacks or other restricted areas, except on approval by library personnel.
  17. Stealing, mutilating, and defacing library property, including books.
  18. Taking library material, including books, outside library building without authorization by library personnel through the established lending procedures.
  19. Parking automobiles on library property when the driver is not using the library.
  20. Individuals with offensive body odor leading to complaints from other library users and/or staff will be required to leave.

Persons doing any of the above will, after warning by library personnel or security guards, be asked to leave public library premises. Persons who persist in disapproved conduct or who refuse to leave the public library grounds or building when requested to do so will be held for violation of the adopted policies of the library board and subject to arrest and prosecution.

Bulletin Board Usage Rules


  1. The Library bulletin board is to be used for the posting of notices of
    • library business or activities and
    • public service items of educational or cultural interest to the community.

  2. Members of the public are not permitted to post notices. Only authorized Library personnel may post notices on the Library bulletin board. Any notice to be considered for posting must be submitted to Library management for approval.

    Notices posted without authorization will be removed.

  3. The bulletin board is not to be used for advertising or for commerical notices.
  4. All notices intended for posting on the Library bulletin board must contain the following:
    • name of sponsoring agency, and
    • address and telephone number of sponsoring agency or authorized representative.

  5. Notice size (physical dimensions) can be restricted if deemed necessary to maximize available space.
  6. Notices may be removed after two weeks, when they are no longer timely or when space is required for more current items.
  7. The Library does not necessarily advocate or endorse the viewpoints of organizations permitted to post notices on the Library bulletin board. The Library accepts no responsibility for loss or damage to any item accepted for posting.

Failure to comply with these rules may result in denial of future posting privileges.

This policy is determined by the Library Board of Trustees and is subject to periodic review and/or revision at the discretion of the Board. Appeals may be submitted to the Board in writing.

Display Cases and Exhibit Space

  1. Library display facilities are intended for exhibits/displays related to:
    • library business or activities or
    • public service items of educational, cultural or civic interest to the community.

  2. Displays may not be used for advertising or for commercial purposes.
  3. Identification of the sponsor/exhibitor must be included in the display on a card or plaque no larger than 3" x 5". Such identification must contain the following:
    • name of sponsoring agency, and
    • address and telephone number of sponsoring agency or authorized representative.

  4. The duration of any display or exhibit is established at the discretion of Library management. The requirements of the Library take precedence over those of exhibitors. Should the Library require display/exhibit facilities for its own use, the Library reserves the right to pre-empt space upon three-day's written notice to the exhibitor.
  5. Installation and subsequent removal of displays/exhibits are the responsibilities of the applicant.

    Displays/exhibits which are not removed on or prior to the date established by Library management will be removed by the Library. Any expense for such removal becomes the responsibility of the exhibitor.

  6. Neither the Library nor the Library Board accepts responsibility for loss or damage to any exhibit/display.
  7. The Library does not necessarily advocate or endorse the viewpoints of parties permitted to utilize display cases or exhibit space.
  8. Potential exhibitors must complete:
    • an application and
    • a release form
    before Library management will consider any exhibit or display. No installations are permitted without authorization of Library management.

Failure to comply with these rules may result in denial of future exhibit/display privileges.

Donating Books to Thrall Library

Public Access Internet Policy


Middletown Thrall Library is providing Internet Access as part of fulfilling its mission of meeting the information needs of the Middletown Community.

Internet use will be managed in a manner consistent with the Library's Rules and Regulations for Conduct which have been adopted by the Library Board of Trustees and are posted in the library.

The library reserves the right to require all prospective users to attend an orientation class as a condition of the privilege to use the internet station.

The library will establish procedures that will make internet stations available on a first come first serve appointment basis.

The library reserves the right to limit the amount of time a patron may use the station per appointment and the number of appointments a patron may make per week. Patrons should bear in mind that appointment time limits include downloading and printing time.

The library cannot control resources on the internet. Some sites accessible via the internet may contain material that is inaccurate, defamatory, illegal or potentially offensive to some people. While the library may attempt to prevent access to materials that would not be generally acceptable in a public library, it is technically impossible to prevent access to all resources that might be objectionable.

It is the responsibility of parents and guardians to determine whether to place restrictions on their own children's use of the internet.

Due to demands of staff time, staff assistance will be very limited. Patrons with information needs they cannot resolve on their own should ask to take advantage of the library's reference services including database and internet searching.

The library reserves the right to establish fees for offline printing by patrons.

Reserving the Meeting Room


POLICY


The library's meeting room and related facilities were planned primarily to be used for library sponsored and co-sponsored programs and activities. As a tax-supported public institution the library also tries to share these limited facilities with local non-profit community groups and organizations on as widespread and equitable a basis as possible for educational, recreational, cultural, and informational meetings and programs.

APPLICATION PROCEDURE


Forms are available in the Director's Office. A completed application must be submitted at least 30 calendar days in advance of the requested date of use. No reservation will be accepted without the filing of a completed application.

PRIORITY


In all cases regular library activities, followed by groups located within the Enlarged City School District of Middletown, shall precede outside requests. Priority use for outside groups shall be granted on the basis of educational purposes to be followed by uses for charitable purposes.

AVAILABILITY


Except for the library and library related programs, groups shall not use the rooms for meeting more than once a month. (A limited series of weekly meetings may be scheduled at the discretion of the Director).

SUPERVISION


Organizations and groups granted permission for facility usage shall insure adequate adult supervision is provided at all times.

The presence of a library employee shall be required during the scheduled time of use. It is the responsibility of the library employee to arrange for access to the meeting room, to examine the room before and after use for discovery of possible damage to or loss of property, and to secure the room upon completion of use.

The permit holder shall reimburse the library for the actual costs of such services by library employees if they are provided during times other than when said employees are regularly scheduled for work. Fees for such estimated costs may be collected in advance of the program.

LIABILITY


Permit holders shall be liable for any damages to library property, furnishings or equipment so assigned and designated for use. It is recommended that any damage to the property, including missing furnishings or equipment, be noted by the permit holder and brought to the attention of library employees on duty.

Permit holders shall be fully responsible for the property and possessions of its members brought into the Middletown Thrall Library or on its grounds and will hold the library free of any and all liability for loss or damage to such personal property of the organization or its members as a result of or during use of the library.

PERSONAL INJURY


The permit holder shall indemnify and save the Middletown Thrall Library harmless from any and all personal liability including bodily injury to its attendees arising from the use of library facilities. In all cases of the use of library facilities by outside groups specific liability insurance is required in the following amounts:

  • $1,000,000 aggregate - $1,000,000 each occurrence

A certificate of insurance must be submitted to the library as proof of the required coverage.

NO SMOKING POLICY


Smoking is prohibited inside the Middletown Thrall Library.

FEES

The fee for use of the meeting room at times other than regularly scheduled library hours is $25.00 per hour.

DISCLAIMER


The fact that a group is permitted to meet at the library does not in any way constitute an endorsement of the group's policies or beliefs. The Board of Trustees of the Middletown Thrall Library in its discretion shall be the final authority regarding the use of the room.

Sec. 4509, Library Records


Library records, which contain names or other personally indentifying details regarding the users of public, free association, school, college and university libraries and library systems of this state, including but not limited to records related to the circulation of library materials, computer database searches, interlibrary loan transactions, reference queries, requests for photocopies of library materials, title reserve requests, or the use of audio-visual materials, films or records, shall be confidential and shall not be disclosed except that such records may be disclosed to the extent necessary for the proper operation of such library and shall be disclosed upon request or consent of the user or pursuant to subpoena, court order or where otherwise required by statute.
