A. Mr. Richard C. Bell, President, opened the meeting at 7:00pm and led
the pledge to the
flag.



B. Minutes
Mrs. Boyd moved for adoption of the minutes of the February 7, 2007
meeting. Ms.
Kay seconded.

D. Correspondence
A copy of all the correspondence sent to each Board member is attached
to the official minutes.

Mr. Bell reported receiving a thank you note to the Board from Betsey
Mudrick for her gift.


E. President's Report
Mr. Bell reported that the Town of Wawayanda would like to hold a
meeting with some
members of the Board to discuss library services. Discussion was held
and the Board
decided that Wawayanda would be invited to a Board meeting to give a
presentation.


F. Director's Report
(A copy of the Director's Report sent to each Board member is attached
to the official minutes.)

Discussion was held on Lobby Day in Albany.


G. Treasurer's Report
Mr. Gallagher reported on the accounts and balances. Discussion
followed. (Report attached to official minutes.)


H. Library Staff Reports
No report.


I. Committee Reports
Building & Grounds Committee: Ms. Lange reported that a firm came in and
adjusted the security system. The cameras are now recording and they are
recording for one week. Discussion followed.

The handle on the back door broke and is being repaired.

The repair on the boilers will begin soon. Discussion followed.

Some light ballasts have been replaced.

Ms. Lange and Mr. Gallagher walked around the building to survey the
space needs.

Finance Committee: Mr. Berkowitz moved that the regular monthly
disbursements for January, 2007 in the amount of $40.00 and February,
2007 in the amount of $113,725.15, having been audited by Joan
Hutchinson and found to be correct, be approved. Ms. Kay seconded.

BUDGET AMENDMENT #7
Mr. Berkowitz moved that the Board of Trustees of Middletown Thrall
Library amend the 2006 budget to be increased by the following:

Library amend the 2007 budget to be increased by the following:

Mr. Berkowitz moved to approve the NYS Statistical Report. Ms. Lange
seconded.

Mr. Berkowitz moved to adopt a policy of using the Federal Government
System for weekend holidays stating that if a holiday falls on a
Saturday that the library will be closed on Friday and Saturday, if a
holiday falls on a Sunday the library will be closed on Sunday and
Monday and that on the Wednesday before Thanksgiving the library
establishes a policy of closing at 6:00pm. Ms. Kay seconded.

Ms. Lange moved to approve the new retainer agreement with Richard J.
Guertin. Mrs. Boyd seconded.

Ms. Lange moved to approve an amendment to the labor contracts that
would allow them to carry over up to 10 days of vacation time for use in
2008 due to the consolidation of the contracts into a calendar year. Ms.
Kay seconded.
