III.  Discussion and Recommendation	

A.	 Mr. Richard Bell, President, opened the meeting at 5:00pm and led the pledge. 

The Board had a moment of silence for Robert Isseks, Middletown Thrall Library attorney.


B.  Minutes
     Ms. Lange moved for adoption of the minutes of the March 8, 2017 meeting.  Mrs. 
     Boyd seconded.

		Noes:  None

C.    Visitor Comments/Staff Report
	   Shelley Milburn reported on the timeline for the Budget and Trustee Election for 2017.
             
             It was suggested by the library's attorney several months ago, that the library have a 
	  Sexual Harassment Policy.  Discussion followed.


D.    Correspondence 
	   A copy of all correspondence sent to each Board member is attached to the official
               minutes.

	   Mr. Pfisterer reported that the library has received 20 contributions in memory of Robert 
	   Isseks as of April12, 2017.  We are still receiving more.


E.    President's Report  
	   No report.
		 	

F.    Director's Report Con't.
	   (A copy of the Director's Report sent to each Board member is attached to the official 	 	    minutes.)
 

G.    Financial Officer's Report
	    Mr. Pfisterer reported on the accounts and balances.
      

H.   Committee Reports
	Mrs. Crown moved that the regular monthly disbursements for March, 2017 in the 
	amount of $74,790.81 having been audited by Linda Martini and found to be correct, be 
	approved.  Mr. Berkowitz seconded.

    Building & Grounds: Ms. Lange reported on Building & Grounds.
    following the blizzard on 3/14/17 the library had a delayed opening at 1:00pm on
    Wednesday, 3/15/17.  The City of Middletown was operating under a snow emergency 
    until Saturday, 3/18/17.  Several parking slots on the Union Street side of the building 
    were not cleared until Monday, 3/20/17.

    Engineers have been in the library inspecting our boiler system in conjunction with the 
    boiler replacement project.

    We have scheduled our yearly fire safety inspection with the City of Middletown Fire 
    Department.

    Our exterminator has reported that we are not currently experiencing any infestation 
    issues in the building.


I.   Old Business
	    Mr. Pfisterer reported on the Bobbie Kay Memorial Collection.  Discussion followed.


J.   New Business   
                Discussion was held on legal representation for the Library District.

	    Mr. Bell asked for any volunteers for the 2018 Budget Committee.  Mrs. Crown, Mr. Bell 
                and Mrs. Sciucco volunteered for the committee.
		

                Mr. Berkowitz moved to accept the Timetable for the 2017 Budget & Trustees Election 
                as presented.  Mrs. Boyd seconded.
		Ayes:  Bell, Berkowitz, Boyd, Lange, Crown, Martini, Sciucco - 7
		Noes:  None
		Motion declared approved.  (04/12/17 - 28)	


L.  Adjournment
                Ms. Lange moved to adjourn the meeting at 5:47pm.  Mrs. Sciucco seconded.
