A.  Mrs. Lois Ruckert, President, opened the meeting at 5:02pm and led the pledge to the 
            flag.   


B.  Minutes
     Mr. Berkowitz moved for adoption of the minutes of the June 10, 2015 meeting.  Mr. Bell 
     seconded.

D.   Correspondence 
	  A copy of all correspondence sent to each Board member is attached to the official

  Mrs. Ruckert reported that the Library received a letter from Senator Bonacic announcing 
  that the Library will receive a $5000.00 bullet grant.  Discussion followed.

	   Mrs. Crown moved to go into executive session at 5:15pm for a personnel matter.  Mrs.
	   Boyd seconded.

	   The Board returned from executive session at 5:45pm.


G.   Financial Officer's Report
	   Mr. Pfisterer reported on the accounts and balances.  

	   Finance Committee:  Ms. Lange moved that the regular monthly disbursements for  
               June 2015 in the amount of $86,152.11 having been audited by Carl Berkowitz and found 
               to be correct, be approved.  Ms. Crown seconded.

               BUDGET AMENDMENT #4
   Ms. Lange moved that the Board of Trustees of Middletown Thrall Library amend the 
	   2015 budget to be increased as follows:

	   Mrs. Crown moved to approve a contractual employee to work as an Account Clerk for 
	   six weeks, 2-3 days per week at $50.00/hr.  The position will be evaluated after six weeks 
	   to see if it needs to be extended for training.  Mr. Berkowitz seconded.

	   Building & Grounds: Ms. Lange reported on Building & Grounds.
   The Building and Grounds Committee has met to review proposals for the creation of 
   architectural design of a new gas boiler system.  We will contact two of the engineering 
   firms with follow up questions.
   
   A crash bar has been installed on the inside of the door that leads from the technical 
   processing area out onto the Depot Street sidewalk.  A new lock mechanism will also be 
   installed by our Head Custodian.
  
	   Floor tile has been purchased for the first floor Women's and Men's rooms.  Work will
	   begin in August 2015 and will require that the restrooms will be unavailable to the public.  
	   We will do as much of the work on a weekend to minimize inconvenience to patrons.
	
	   We have received our monthly inspection from our exterminating company and there are 
	   no indications of insect infestation in the building.


	  Budget Committee:  Discussion was held on the proposed 2016 Budget.
 	  Mr. Berkowitz moved to accept the preliminary proposed 2016 Budget for Middletown 
  Thrall Library.  Mrs. Boyd seconded.

	   Discussion followed.

	Mr. Berkowitz moved that whereas, the adoption of this 2016 budget for the Thrall Public 
	Library District of Middletown and Wallkill requires a tax levy increase that exceeds the
               tax cap imposed by state law as outlined in general Municipal Law Section 3-c adopted in 
               2011; and

	Whereas, general Municipal Law Section 3-c expressly permits the library board to 
	 override the tax levy limit by a resolution approved by a vote of sixty percent of qualified 
	 board members; now therefore be it

                Resolved, that the Board of Trustees of the Thrall Public Library District of 
	 Middletown and Wallkill  vote and approve to exceed the tax levy limit for 2016.
