President's Report Ms. Lange reminded the Trustees to please make sure their trainings are completed by December 2023 if they have not yet completed them. F. Director's Report (A copy of the Director's Report sent to each Board member is attached to the official minutes.) Mr. Pfisterer mentioned that we just received the 2022 Financial Audit of the Library. The Trustees agreed that they will vote to accept it during September's meeting. G. Financial Officer's Report Mrs. Crown moved, that the regular monthly disbursements for June, 2023 in the amount of $200,101.26 having been audited by Mrs. Susan Wyman and found to be correct, be approved. Ms. Shelley Milburn seconded. Ayes: Lange, Crown, Milburn, Bishop Smith, Wyman– 5 Noes: None Motion declared approved. (7/12/23-40) There were no transfers for the month of July. H. Committee Report Building & Grounds: We have met with the HVAC engineering company to review the architectural plans for the replacement of our HVAC equipment. Our roof requires yearly maintenance to patch tears in the composite material and to replacement of missing or broken ceramic tiles. I have received a proposal for the repairs that requires Board authorization. Bishop Smith moved to approve the proposal for no more than $19,000. Ms. Milburn seconded. Ayes: Lange, Crown, Milburn, Bishop Smith, Wyman– 5 Noes: None Motion declared approved. (7/12/23-41) Repairs are needed to AHU#1 to replace leaking gaskets and to replace the drier core. I have received a proposal for the work that requires Board authorization. Ms. Milburn moved to approve the proposal for no more than $8,000. Bishop Smith seconded. (7/12/23-42) Paving work for the parking spots facing the Friends of Middletown Thrall Library building have been completed. There is a small dip at the line where the library property and the City property meet. They will return to address this issue and paint the lines for the individual parking spaces. We are hoping to have the spaces open to the public by July 14, 2023. Following the severe rain event that occurred on 7-9-2023, we are without internet at our public computer workstations. Our internet service provider is working to complete repairs and restore service. Our exterminating contractor has notified us that we are not experiencing any infestation problems at this time. I. Old Business The Long Range planning committee will meet up on July 18, 2023. The Middletown Kiwanis Club donated a bench to the Library for participation in their Plastic Recycling Program. J. New Business Mrs. Crown moved: Whereas, the adoption of the 2024 budget for the Thrall Public Library District of Middletown and Wallkill may require a tax levy increase that exceeds the tax cap imposed by state law as outlined in General Municipal Law Section 3-c adopted in 2011; and Whereas, General Municipal Law Section 3-c expressly permits the library board to override the tax levy limit by a resolution approved by a vote of sixty percent of qualified board members: now therefore be it Resolved, that the Board of Trustees of the Thrall Public Library District of Middletown and Wallkill voted and approved to exceed the tax levy limit for 2024 by at least the sixty percent of the board of trustees as required by the state law on July 12, 2023.
