A.  Mr. Berkowitz, President, opened the meeting at 7:00pm and led the pledge.

Mrs. Crown moved to open the Public Hearing for the 2021 Library District Vote.
Mr. Bell seconded.

B.  Minutes
Mrs. Sciucco moved for adoption of the minutes of the July 8, 2020 meeting with a 
correction on page 3.  Ms. Lange seconded.

D.    Correspondence 
A copy of any correspondence is sent to each Board member and is attached to the official
minutes.  

Mr. Berkowitz read a letter from Rosa Boyd.  (See attached to official minutes)

Mr. Berkowitz received a letter from NYSUT about collective Bargaining Agreements 
between the Associations and the Thrall Public Library.  Mr. Berkowitz will send a letter 
to NYSUT. (See attached to official minutes)


E.     President's Report  
The Board held a discussion on the Trustee Vote.


F.    Director's Report
(A copy of the Director's Report sent to each Board member is attached to the official
minutes.)

Ms. Lange thanked Matt and the staff during the pandemic.


G.    Financial Officer's Report
Mrs. Crown moved that the regular disbursements for June, 2020 in the amount of 
$74, 534.27 having been audited by Carl Berkowitz and found to be correct be approved.
Ms. Lange seconded.

Mrs. Crown moved that the regular disbursements for July, 2020 in the amount of 
$87,831.20 having been audited by Richard Bell and found to be correct be approved.

Mrs. Sciucco moved that the Board of Trustees of Middletown Thrall Library accepts the

H.   Committee Reports 
Building & Grounds: Attractive and effective protective barriers have been installed at
the library's service desks by our Head Custodian.  We have purchased electronic 
sanitizer dispensers and placed them strategically throughout the building.  We have 
stocked masks and gloves for patron use and so far the public has been overwhelmingly 
compliant with our COVID19 health and safety precautions.

We have received a schematic basis of design report for upgrades to our HVAC system 
from our contracted engineering firms.  We should plan for a future meeting to review 
and discuss the report.

Repairs were made to our rubber roof as multiple tears from falling ceramic titles needed 
to be filled.

Ms. Lange moved to approve the 2021 Library District Budget with no tax levy increase.
