Mr. Richard Bell, President, opened the meeting at 7:00pm and led the pledge to the flag. B. Minutes Mr. Berkowitz moved for adoption of the minutes of the July 11, 2007 meeting. Mrs. Hutchinson seconded. Ayes: Bell, Boyd, Berkowitz, Hutchinson, Lange, Kay - 6 Noes: None Motion declared approved. (09/05/07 - 54) Mr. Bell declared the public meeting on the proposed 2008 Library District Budget opened. C. Visitor Comments No comments. D. Correspondence A copy of all the correspondence sent to each Board member is attached to the official minutes. E. President's Report Mr. Bell reported that he was asked by RCLS to comment on a proposal that has been presented to the RCLS Board by the Director, Robert Hubsher, for a study to be undertaken. Discussion followed. Mr. Bell said he tried to schedule a special meeting at the request of Carl Berkowitz but was unable to get a quorum. Discussion followed on filling a vacant Orange County seat on the Board at RCLS. Mrs. Boyd moved to go into executive session at 7:20pm to discuss a personnel matter. Ms. Kay seconded. Ayes: Bell, Berkowitz, Boyd, Hutchinson, Kay, Lange - 6 Noes: None Motion declared approved. (09/05/07 - 55) The Board returned from executive session at 7:35pm. Mrs. Hutchinson moved to nominate Carl Berkowitz for the RCLS Board. Ms. Kay seconded. Ayes: Bell, Berkowitz, Boyd, Hutchinson, Kay, Lange - 6 Noes: None Motion declared approved. (09/05/07 - 56) F. Director's Report (A copy of the Director's Report sent to each Board member is attached to the official minutes.) G. Treasurer's Report Mr. Gallagher reported on the accounts and balances. Discussion followed. (Report attached to official minutes.) H. Library Staff Reports Mr. Gallagher reported that Karen Heil won the NYS Mildred Lowe Award for Government Documents. I. Committee Reports Building & Grounds Committee: Ms. Lange reported that the library is working on the automatic door opener for the front entrance. Chubb Insurance recommended that the library fix the brick sidewalk in the front. It has been repaired. Ms. Lange reported that the fire alarm pull boxes were being disconnected and Simplex was now going to monitor our system. Finance Committee: (This report was given under Treasurer's Report) Mr. Berkowitz moved that an additional monthly disbursement for June 2007 in the amount of $1,725.62 having been audited by Rosa Boyd and found to be correct, be approved. Ms. Lange seconded. Ayes: Bell, Boyd, Hutchinson, Lange, Kay, Berkowitz - 6 Noes: None Motion declared approved. (09/05/07 - 57) Mr. Berkowitz moved that the regular monthly disbursements for July, 2007 in the amount of $90,733.37 having been audited by Rosa Boyd and found to be correct, be approved. Mrs. Hutchinson seconded. Ayes: Bell, Boyd, Hutchinson, Lange, Kay, Berkowitz - 6 Noes: None Motion declared approved. (05/05/07 - 58) Mr. Berkowitz moved that the regular monthly disbursements for August, 2007 in the amount of $98,850.31 having been audited by Rosa Boyd and found to be correct, be approved. BUDGET AMENDMENT #6 Mr. Berkowitz moved that the Board of Trustees of Middletown Thrall Library amend the 2007 budget to be increased as follows: FROM: REVENUES: L2765 Bonacic/Gunther/Rabbitt Grant $555.00 TO: APPROPRIATIONS: L7410.8425.12.0000.00 Publicity/Program/ Printing $555.00 This amount represents 2007 Summer Reading Program Aid from Assemblywoman Annie Rabbitt. New Business Mr. Bell said being no one is present for the public hearing on the Proposed 2008 Library District Budget he would declare the public hearing closed. Mrs. Boyd moved to adopt the proposed 2008 library district budget. Ms. Kay seconded. Ayes: Bell, Boyd, Hutchinson, Lange, Kay, Berkowitz - 6 Noes: None Motion declared approved. (09/05/07 - 61) Mr. Gallagher reported on the proposed Library District Tax Rates for 2008. (Report attached to official minutes) Mr. Gallagher asked the Board to consider using some of the library district's capital reserve fund to help pay for some upcoming building repairs and/or upgrades.
