D.    Correspondence 
	A copy of all correspondence sent to each Board member is attached to the official

	Mr. Bell read a letter from Terrence Powers in reference to concerns of the impact that the 
	newly opened skate park is having on Middletown Thrall Library.  Discussion followed.

	Mr. Berkowitz proposed a resolution commending Theresa Zacek for her outstanding 
	work with the Battle of the Books.  Mrs. Sciucco seconded.

	Mr. Pfisterer distributed the RCLS 2018 Budget Highlights.  The Board will vote at the 
	November meeting.  Discussion followed.

	BUDGET TRANSFER #3
	Mr. Berkowitz moved that the Board of Trustees of Middletown Thrall Library accepts 
	the following budget transfer, from the Capital Reserve/Contingency account to Boiler
	Replacement account to pay for Engineering Services:

	Mrs. Crown moved that the Board of Trustees of Middletown Thrall Public Library 
	accepts the following budget transfer, to cover various shortages:

	Building & Grounds: Ms. Lange reported on Building & Grounds:

	We continue to monitor activity connected to the new skateboard park that opened to
	the public on September 1,2017.  I have received complaints from patrons and staff 
	regarding lack of available parking around the building.  As in the past, the lack
	of  parking is associated with the hours of operation of Access Supports for Living.
	In general the problem is worst between the hours of 9:00am-2:00pm on week days when 
	people park in the spaces surrounding the Library and walk to the Access building on 
	Union Street.  Between the hours of 3:00pm into the evening hours we have noticed
	increased activity connected with the skateboard park on James Street.  I have
	observed  people skateboarding, riding bicycles and scooters on James Street in back
	of the parked cars on the staff entrance side of the building.  In addition, people
	have been loitering in their vahicles in that area.  I have instructed staff to be
	extra cautious when exiting the parking spaces on that side of the building.
	Custodial staff has reported an increase in litter in the area.

	A tree in front of the Library had to be cut down because it suffered rot to its
	trunk and  was in danger of collapse which most likely would have occurred this
	upcoming winter.  There is one tree on the staff parking side of the building that
	also appears to be in a weakened condition that we will have to monitor.

	Our exterminating contractor has informed us that we are not experiencing any 
	infestation issues in the building.

	Mr. Berkowitz moved that the Thrall Public Library District of Middletown and Wallkill 
	Board of Trustees accept the following results from the October 3, 2017 Library Budget 
	and Trustees Election.
